摘 要
政府單位收支變動直接影響著資源配置流動和宏觀經(jīng)濟(jì)穩(wěn)定，反映了一國經(jīng)濟(jì)波動的整體趨勢和財政政策的調(diào)控方向，如果預(yù)算收入超出增長，說明政府采取了緊縮的財政姿態(tài)，社會資源從私人部門流向公共部門，以便抑制經(jīng)濟(jì)過熱趨勢；如果支出超收入增長，則表明政府以積極財政政策拉動經(jīng)濟(jì)，財政赤字也會不斷放大并引起一系列的經(jīng)濟(jì)反應(yīng)。因此結(jié)合政府收支分類改革，對xx市xx財政局的收支核算及控制制度進(jìn)行設(shè)計有著重要的意義。
設(shè)計首先介紹xx市xx財政局的概況，然后進(jìn)行xx市xx財政局收支核算制度設(shè)計，包括會計憑證、會計科目、收支業(yè)務(wù)處理設(shè)計，最后對xx市xx財政局的收支控制制度進(jìn)行設(shè)計，以求規(guī)范xx市xx財政局的收支業(yè)務(wù)核算，加強xx市xx財政局的收支控制。以求推動xx市xx財政局業(yè)務(wù)，提高其行政執(zhí)行效果。

Abstract
The government revenues and expenditures directly affect the allocation of resources flow and macroeconomic stability and reflect the overall trend of a country’s economic fluctuation and the regulation of financial policy direction, If the budget income super spending increases, explaining the government take a tightening fiscal stance, the social resources from the private sector to flow to the public sector, in order to inhibit economic overheating trend; If the income growth, spending indicates that the government the positive financial policy economy, the budget deficit and will continue to enlarge and cause a series of economic reaction.Therefore, considing the reform of the classification of government revenue and expenditure, it has important significance That designing the the balance of payments accounting and control system of the Daoli District Finance Bureau
The paper firstly introduces the profile of the Daoli District Finance Bureau, then designs the Payments accounting system of the Daoli District Finance Bureau , including the accounting documents, accounts, balance of payments business process, finacally designs the controlling system of the Daoli District Finance Bureau, in order to standardize Daoli District Finance Bureau of the payments business accounting, strengthen Daoli District Finance Bureau of the revenue and expenditure controlling. Promoting the Daoli District Finance Bureau, and increasing its executive effect.
