“三農(nóng)”問題始終是關(guān)系國家發(fā)展、穩(wěn)定的一項(xiàng)重要議題，“沒有農(nóng)業(yè)的發(fā)展.就沒有國家的發(fā)展，沒有農(nóng)村的穩(wěn)定就沒有國家的穩(wěn)定”。農(nóng)村醫(yī)療保障制度一直.是社會保障體系中的重要組成部分，對于農(nóng)村的穩(wěn)定和持續(xù)發(fā)展尤其具有重要的現(xiàn).實(shí)意義和長遠(yuǎn)意義。建立和完善農(nóng)村醫(yī)療保險(xiǎn)制度，不僅可以實(shí)現(xiàn)農(nóng)民生存和就醫(yī).的平等權(quán)利，而且可以改善農(nóng)民衛(wèi)生條件，提高衛(wèi)生服務(wù)效率，提高農(nóng)村生活質(zhì)量、.推動(dòng)農(nóng)村經(jīng)濟(jì)和人力資源的持續(xù)發(fā)展。然而，現(xiàn)行的農(nóng)村醫(yī)療保險(xiǎn)制度還很不健全，還存在著一些問題.對農(nóng)村醫(yī)療保險(xiǎn)制度的問題的研究是必須的和迫切的。
本文除緒論外，主要分五個(gè)部分進(jìn)行闡述:
第一部分，首先來界定我國農(nóng)村醫(yī)療保險(xiǎn)的性質(zhì)，一方面農(nóng)村醫(yī).療保險(xiǎn)同時(shí)具有社會醫(yī)療保障和社會保險(xiǎn)的性質(zhì);另一方面從農(nóng)村醫(yī)療保險(xiǎn)制度具.有公共產(chǎn)品的性質(zhì)闡述，體現(xiàn)在五個(gè)特征上:非競爭性、非排他性、外在經(jīng)濟(jì)性、.公共消費(fèi)的效益性以及功能的不可分割性。其次介紹了農(nóng)村醫(yī)療保險(xiǎn)的特征，主要.包括三大特征:一是突出了以大病統(tǒng)籌為主;二是以農(nóng)民自愿參加為原則;三是建.立了農(nóng)村醫(yī)療救助制度。再次從四個(gè)不同的角度闡述了農(nóng)村醫(yī)療保險(xiǎn)的形式。之后提出了建立農(nóng)村醫(yī)療保險(xiǎn)立法的必要性，主要從四個(gè)方面進(jìn)行闡述，一是明確農(nóng)村.醫(yī)療保險(xiǎn)法律地位的需要;二是保障農(nóng)村醫(yī)療保險(xiǎn)關(guān)系各方權(quán)利義務(wù)實(shí)現(xiàn)的需要;.三是規(guī)范農(nóng)村醫(yī)療保險(xiǎn)資金的籌集、管理和使用;四是規(guī)范政府行為，合理利用醫(yī).療資源的需要。最后提出醫(yī)療保險(xiǎn)的對象及形式。
第二部分，主要是對我國農(nóng)村醫(yī)療保險(xiǎn)制度的實(shí)證分析。首先對我國農(nóng)村醫(yī).療保險(xiǎn)制度的歷史現(xiàn)狀進(jìn)行全面、細(xì)致的介紹，具體分為四個(gè)時(shí)期的發(fā)展歷程:農(nóng).村合作醫(yī)療制度的出現(xiàn)、農(nóng)村合作醫(yī)療制度的普及、農(nóng)村合作醫(yī)療制度的衰退、新.時(shí)期農(nóng)村醫(yī)療保險(xiǎn)制度的建立。從而認(rèn)識到我國農(nóng)村醫(yī)療保險(xiǎn)有一定程度的恢復(fù)與.發(fā)展，但進(jìn)展較為緩慢，還有很多艱巨的問題需要解決。接著本部分分析了我國農(nóng).村醫(yī)療保險(xiǎn)制度存在的主要問題，有三個(gè)方面的障礙:認(rèn)識上的障礙、資金上的障.礙以及法律上的障礙。最后指出了我國農(nóng)村醫(yī)療保險(xiǎn)制度缺失的四大原因:第一，.農(nóng)村經(jīng)濟(jì)發(fā)展水平因素制約;第二，政府缺乏對農(nóng)村醫(yī)療保險(xiǎn)制度實(shí)施的監(jiān)管力度;.第三，政府農(nóng)村衛(wèi)生政策缺失;第四，醫(yī)療體制缺陷。
第三部分，在以上兩大部分的基礎(chǔ)上，對國內(nèi)外醫(yī)療保險(xiǎn)制度的經(jīng)驗(yàn)介紹分析。從兩方面介紹，首先提出我國農(nóng)村醫(yī)療保險(xiǎn)制度的歷史及現(xiàn)狀。然后提出國外的醫(yī)療保險(xiǎn)模式，制度的比較及對我國的啟示。
第四部分，提出xx縣農(nóng)村醫(yī)療保險(xiǎn)制度的現(xiàn)狀及存在的問題。首先解讀農(nóng)村醫(yī)療保險(xiǎn)制度，分別從農(nóng)村醫(yī)療制度的特點(diǎn)：農(nóng)村醫(yī)療保險(xiǎn)的籌資模式、合作形式、支付模式、運(yùn)作模式及保障形式方面進(jìn)行介紹。其次，提出xx縣推行的農(nóng)村醫(yī)療保險(xiǎn)制度的效果及局限性進(jìn)行分析。最后，從xx縣農(nóng)村醫(yī)療保險(xiǎn)的意見分析。
第五部分，從完善農(nóng)村醫(yī)療保險(xiǎn)制度的途徑方面進(jìn)行分析，首先是完善農(nóng)村醫(yī)療保險(xiǎn)制度的原則，其次是完善農(nóng)村醫(yī)療保險(xiǎn)制度的框架，最后從完善農(nóng)村醫(yī)療保險(xiǎn)制度的配套改革方面進(jìn)行分析。
