為人力資源管理活動提供了導(dǎo)引和依據(jù)。我國許多企業(yè)的人力資源規(guī)劃還處在起步和經(jīng)
驗型階段,如何運用科學(xué)的方法制定規(guī)劃,預(yù)測企業(yè)未來的人力資源需求和供給,保證
企業(yè)經(jīng)營活動順利進行和戰(zhàn)略目標(biāo)的實現(xiàn),是一項重要和有意義的工作。
本文首先從理論上對企業(yè)戰(zhàn)略、人力資源戰(zhàn)略和人力資源規(guī)劃等有關(guān)概念及所涉及
的內(nèi)容進行了闡述,進而對影響AC公司人力資源規(guī)劃的內(nèi)外環(huán)境進行了分析,并結(jié)合
公司未來5年的戰(zhàn)略目標(biāo)和人力資源現(xiàn)狀,采用管理者判斷法和人員比率分析法對AC
公司各部門的人力資源需求進行了分析,并綜合得出了AC公司未來5年的人力資源總
需求;隨后,應(yīng)用人員接替模型對AC公司各部門人力資源的內(nèi)外部供給作出了預(yù)測,
得出公司人力資源的總供給情況。在此基礎(chǔ)上制定了AC公司未來5年的人力資源規(guī)劃
方案,并進一步制定了一系列人力資源規(guī)劃實施措施,以保證規(guī)劃方案能得到切實的施
行。規(guī)劃方案的施行將能夠保證公司人力資源管理工作的有序進行,解決公司發(fā)展過程
中可能存在的人力資源瓶頸約束,使企業(yè)能夠在適當(dāng)?shù)臅r候擁有合適的人力資源,這樣
企業(yè)才能創(chuàng)造并保持核心競爭力,贏得競爭優(yōu)勢,最終實現(xiàn)企業(yè)的戰(zhàn)略目標(biāo)。
快速發(fā)展的AC公司規(guī)模并不大,但在水電站乃至整個電力系統(tǒng)自動化行業(yè)具有一
定的代表性,本文對它進行的人力資源規(guī)劃研究對類似的其它企業(yè)有一定的參考和借鑒
意義。
