摘 要
物流園區(qū)作為一種新型的物流結(jié)點,可以實現(xiàn)物流服務(wù)的集約化與規(guī)?;?。我國物流園區(qū)經(jīng)歷十余年的發(fā)展,在提高物流運營效率、提升工商企業(yè)競爭力以及推動地區(qū)經(jīng)濟協(xié)調(diào)發(fā)展方面發(fā)揮著重要作用,取得的成就有目共睹。但是目前我國物流園區(qū)呈現(xiàn)出高開發(fā)量與高空置率并存的非理性發(fā)展?fàn)顟B(tài),物流園區(qū)的整體運營情況不理想,運營中暴露出許多問題,全國物流園區(qū)的空置率達(dá)60%,對處于起步階段的我國物流業(yè)來說,是一種非常嚴(yán)重的發(fā)展制約以及社會資源的浪費。
本文基于價值鏈理論對物流園區(qū)的運營模式進(jìn)行了研究。首先對我國物流園區(qū)的運營現(xiàn)狀、開發(fā)特點及存在的問題進(jìn)行了分析。其次對物流園區(qū)涉及的政府、開發(fā)主體、經(jīng)營管理方、入駐方和園區(qū)外物流需求者五類主體的關(guān)系和價值驅(qū)動因素進(jìn)行詳細(xì)分析,明確了物流園區(qū)的價值創(chuàng)造與實現(xiàn)過程,以此為基礎(chǔ)構(gòu)建了物流園區(qū)的價值鏈,提出了物流園區(qū)價值鏈?zhǔn)俏锪鲌@區(qū)開發(fā)主體價值鏈和物流企業(yè)價值鏈融合后形成的物流產(chǎn)業(yè)發(fā)展鏈。借助價值鏈管理的思想,提出了物流園區(qū)運營的管理方法。再次以物流園區(qū)價值鏈分析與管理為基礎(chǔ),結(jié)合物流園區(qū)運營中存在的問題,構(gòu)建了物流園區(qū)的運營模式,即物流園區(qū)的訂單開發(fā)模式和商業(yè)賣場經(jīng)營模式,并提出了物流園區(qū)開發(fā)主體和經(jīng)營管理主體在合作中,可以采取利潤分成的合作方式,以此提高物流園區(qū)的經(jīng)營管理效率。最后通過傳化物流基地,對本文研究思想進(jìn)行了例證。
本文的創(chuàng)新點主要體現(xiàn)在:將價值鏈理論與物流園區(qū)運營管理相結(jié)合,構(gòu)造了物流園區(qū)的價值鏈,并以物流園區(qū)價值鏈的分析與管理為基礎(chǔ),提出了價值鏈管理下的物流園區(qū)運營模式。在物流園區(qū)開發(fā)過程中實施訂單開發(fā)模式,提高物流園區(qū)定位的準(zhǔn)確性和入駐率,物流園區(qū)經(jīng)營階段運用商業(yè)賣場經(jīng)營模式,通過統(tǒng)一規(guī)范的管理,幫助入駐物流企業(yè)及其客戶創(chuàng)造價值的同時挖掘物流園區(qū)的經(jīng)營價值,推動物流園區(qū)盈利向多項增值服務(wù)方向拓展,實現(xiàn)物流園區(qū)利益相關(guān)主體的價值,并形成物流園區(qū)的核心競爭力。

Abstract
As a new kind of logistics nodes, Logistics Park can achieve large-scale and intensive logistics services. Our logistics park experiences more than 10 years’ development and plays a significant role in improving logistics operation efficiency, industrial and business enterprise competitiveness and promoting regional economic development. But now our logistics park shows the irrational development condition- high back hurriedly and high vacancy rate. Many problems in the operation of logistics park are disposed. The national vacancy rate of logistics park even reaches 60%. To the starting step of our logistics industry, it is a kind of serious development restriction and social waste of resources.
Based on the value chain theory,this paper studies the operating mode of logistics park. First operating status, development characteristics and existing problems of our country’s logistics park are analyzed. Then the relationship and value driving factors of the government, development principal part, administrative department of logistics park, settled enterprises and other parts, and logistics customers outside, all the five kinds of main bodies involved in logistics park are analyzed. The logistic park's value creation and realization process are cleared. Based on the above, the value chain of the logistic park is constructed. The value of logistics park is logistics industry development chain, defined as the integration of logistics development subject value chain and logistics enterprises value-chain. From the point of view of operation and management of logistics park, operating methods of logistics park management are put forward under the theory of the value chain management. Finally on the basis of the value chain analysis and management and the existent problems in the operation, logistic park's operation mode- order mode and shopping mall management mode, and at the same time the employment of the profit cooperation way to improve the management efficiency of logistics park are put forward. At last the thinkings of the article are exemplified by the Chuanhua logistics base.
Innovation points of this paper embody in: the value chain theory and logistics park operating management are combined to construct logistics park value chain. This paper puts forward the operating mode under the value chain management of logistics park on the basis of the analysis and management of the logistics park value chain, order mode under the process of logistics park development to improve logistics park positioning accuracy and occupancy rate, and shopping mall management mode to help logistics enterprise and its customers create value and also logistics park business value, and promote the multiple-direction of value-added services development thus realize the interests and core competitiveness of the logistic park.
