摘 要
水資源是自然環(huán)境的基礎(chǔ)，是動(dòng)植物生存不可缺少的條件，是維持生態(tài)系統(tǒng)的控制性要素，同時(shí)又是戰(zhàn)略性經(jīng)濟(jì)資源，為綜合國力的有機(jī)組成部分。本文通過對(duì)我國水資源現(xiàn)狀的分析，針對(duì)水資源短缺的根本原因，并結(jié)合我國水資源分布特點(diǎn)及污染情況，提出了建立系統(tǒng)的節(jié)水型社會(huì)保障機(jī)制，發(fā)展節(jié)水產(chǎn)業(yè)，加強(qiáng)污染治理以及開發(fā)新型水資源等建設(shè)性措施來緩解我國水資源短缺的問題。

ABSTRACT

Water resource is the foundation of natural environment. It is an indispensable condition for survival of animals and plants and a key element of maintaining the ecosystem. Meanwhile, it is also a strategic economical resource and an essential component of national strength. By analyzing the present situation of water resources in China, this paper proposes constructive ways to solve the water shortage problem based on the current water resource distribution and pollution there. The ways include establishing systematic water-saving social security mechanism, developing water-saving industry, strengthening pollution control and exploring new available water resources etc.
