When humans move since the 20th century, the situation of water conservancy project, great changes of population has increased dramatically, the development of the economy and the rapid development of urbanization on water resources factors caused great changes and pressure: one is the production, life-water quantity increased dramatically, the people to improve water quality requirements; 2 it is concentrated water surged, quickly exceed 。。。。。。

1 工程水利向資源水利轉(zhuǎn)變既重要又緊迫
水是人類生存和社會發(fā)展不可缺少的物質(zhì)條件，沒有水就沒有人類社會。當人類進入20世紀以來，工程水利的情況發(fā)生了巨大的變化，人口的急劇增長，經(jīng)濟的發(fā)展和城市化的高速發(fā)展等因素對水資源帶來了巨大的變化和壓力：一是生產(chǎn)、生活用水量急劇增加，人們對水質(zhì)要求的提高；二是城市集中供水量驟增，迅速超過地域供水能力的限度，城市缺水嚴重；三是生活廢水、工業(yè)污水迅速增長，特別是城市附近水域污染嚴重，使能夠有效利用的水資源量在不斷減少，生態(tài)環(huán)境也進一步遭到惡化。但是每一區(qū)域水資源總量是有限的，……………………
