摘 要

在土木工程項(xiàng)目管理中，施工組織設(shè)計(jì)是一個(gè)重要的、必不可缺的項(xiàng)目管理手段。在工程設(shè)計(jì)和施工各個(gè)階段，必須編制相應(yīng)的施工組織設(shè)計(jì)文件，即深度、內(nèi)容又粗到細(xì)的“施工方案”、“修正施工方案”、“施工組織計(jì)劃”、“施工組織設(shè)計(jì)”。在施工階段，由施工單位來(lái)編制實(shí)施性施工組織設(shè)計(jì)，此時(shí)施工圖設(shè)計(jì)已獲批準(zhǔn)，所有施工原則和總方案已定，施工條件明確，這一階段的施工組織設(shè)計(jì)十分具體，對(duì)各分項(xiàng)工程、各工序和各施工隊(duì)都要進(jìn)行施工進(jìn)度的日程安排和具體操作的設(shè)計(jì)。本文將用一個(gè)石拂溝大橋施工實(shí)例，從施工單位的角度編制施工階段的工程總體施工組織設(shè)計(jì)文件，來(lái)闡明編制土木工程施工組織設(shè)計(jì)的任務(wù)、內(nèi)容、方法和要求。編制施工組織設(shè)計(jì)是一名從事土木工程專業(yè)技術(shù)工作人員必須掌握的基礎(chǔ)技能，能將大學(xué)所學(xué)的較多專業(yè)知識(shí)進(jìn)行系統(tǒng)科學(xué)的回顧和整理。
大橋施工組織設(shè)計(jì)是研究公路基本建設(shè)過(guò)程中眾多要素的合理組織與安排的科學(xué)。具體一些來(lái)說(shuō)，公路施工組織設(shè)計(jì)就是統(tǒng)籌考慮整個(gè)施工過(guò)程。即對(duì)人力、材料、機(jī)械、資金、施工方法、施工現(xiàn)場(chǎng)（空間）等主要要素，根據(jù)其所處的環(huán)境、自然條件、施工工期等進(jìn)行合理的組織、安排，使之有條不紊，以實(shí)現(xiàn)有計(jì)劃、有組織、均衡地施工，使其達(dá)到工期上盡可能短，質(zhì)量上盡量精度高、資金上盡量省，成本上盡量低。
經(jīng)過(guò)認(rèn)真閱讀現(xiàn)有圖紙，仔細(xì)查看現(xiàn)場(chǎng)，結(jié)合本公司實(shí)力和修建同類工程獨(dú)特的管理經(jīng)驗(yàn)，施工優(yōu)勢(shì)，本著“簡(jiǎn)潔扼要，說(shuō)明問(wèn)題”的原則，對(duì)本合同段涉及的施工內(nèi)容，結(jié)合招標(biāo)文件的相關(guān)要求，進(jìn)行合理計(jì)劃，組織安排。
