摘要 自2003以來(lái)，南京市在新型農(nóng)村合作醫(yī)療的籌資機(jī)制方面始終積極貫徹國(guó)家和省關(guān)于建立新型農(nóng)村合作醫(yī)療的相應(yīng)政策，目前南京市新農(nóng)合的參合人數(shù)已實(shí)現(xiàn)了全覆蓋，籌資標(biāo)準(zhǔn)逐年上升。本文通過(guò)對(duì)南京市新型農(nóng)村合作醫(yī)療籌資機(jī)制的現(xiàn)狀進(jìn)行研究，發(fā)現(xiàn)當(dāng)前的籌資機(jī)制還存在著一些問(wèn)題：農(nóng)民對(duì)籌資的滿意度不高、籌資渠道單一、籌資成本較高、新農(nóng)合執(zhí)行力度不夠。造成這些問(wèn)題的原因有：宣傳工作深度不夠、籌資主體的責(zé)任不到位、農(nóng)民信任程度不高、籌資機(jī)制缺乏監(jiān)管。在借鑒國(guó)內(nèi)外農(nóng)村醫(yī)療保障籌資經(jīng)驗(yàn)的基礎(chǔ)上，提出完善南京市新型農(nóng)村合作醫(yī)療籌資機(jī)制的對(duì)策和措施：構(gòu)建穩(wěn)定的籌資與增長(zhǎng)機(jī)制、積極開拓籌資渠道以增加資金來(lái)源、加快新農(nóng)合籌資機(jī)制的法制化建設(shè)等對(duì)策與建議。希望通過(guò)本文對(duì)南京市新型農(nóng)村合作醫(yī)療籌資機(jī)制的研究，為其它地區(qū)籌資機(jī)制的完善提供可行性建議。

Research on the financing mechanism of New Rural Cooperative
Medical System in Nanjing City

Abstract Since 2003, in the New Rural Cooperative Medical System care financing mechanism, Nanjing has been actively implementing appropriate national and provincial policy on the establishment of New Rural Cooperative System medical care, the current number of Nanjing participation NCMS has achieved full coverage, raising year by year in funding criteria. Based on the current situation in Nanjing NCMS financing mechanisms, we found that problems in the current funding mechanisms are: not high farmer satisfaction on the financing, financing channels for a single, higher financing costs, not enough enforcement of the new rural cooperative. The reasons for these problems are: deep enough publicity, not in place of the main responsibility for financing, farmers’ not high degree of confidence, lack of supervision financing mechanisms. And learning from the experience of domestic and foreign financing of rural medical security mode for the healthy development of the new rural cooperative medical Nanjing financing mechanisms proposed to build a stable funding and growth mechanism, and actively explore financing channels in order to increase the funding to accelerate the NCMS financing mechanisms legal construction and other countermeasures and suggestions. I hope that by this article through the study of the new rural cooperative medical care financing mechanisms in Nanjing, I can provide some feasible advice to the rest city in the funding mechanism.
